The reason for this problem here is that Packman had the ffmpeg update earlier
than Tumbleweed though.
So the other packages in Tumbleweed still required the older libavcodec58,
which was no longer available in Packman (and zypper wanted to switch vendor
to the "crippled" version).

Yes, should be fixed meanwhile, since Friday's Tumbleweed snapshot that
contained the ffmpeg update as well.
