[packman] obs-studio 25.0.8-1.2 cannot be installed in Tumbleweed

This looks like a bug in obs-studio. It already links to ffmpeg, so it should use libx264 through ffmpeg instead of calling it directly. Talk to upstream to get this bug fixed.
