Sorry if I'm too confused, but why are you using Packman
suse/openSUSE_Leap_42.3/ repository at all? Shouldn't you be using a
Packman suse/openSUSE_Leap_15.0/ repository? Or rather 15.1?

You don't clearly say what distribution release you are using.
