[packman] armv6 jobs on PMBS (nearly) never scheduled

Hi,

on pmbs, armv6 jobs are nearly never scheduled (seen only once on kamionche worker), wheras all armv7 (and also the current aarch64 worker) are able to build armv6 since we switched to native compilation long time ago.

So, I think the scheduler (or something) has some problem. Maybe a restart (or update?) of pmbs would help?
