[packman] PMBS slow/unreachable

Hi all,

PMBS is slow or unreachable at the moment (has been for 5 hours now).
The Internet uplink cable of our university has been damaged, and we
are running over our mach smaller backup link. It is being worked on,
and I tried to make our services available again by introducing traffic
shaping on our limited backup line.

I do not know how long fixing of our main cable will take, but best
estimates are 2 hours from now on, but it may take longer, perhaps even
until tomorrow.
