[packman] publishing of SLE_12 is stuck

It turned out the Backports project defines a separate download
repository for the debuginfo. Appearently the publisher picked either
SLE_12 or SLE_12_debuginfo during publishing. I added an override via
'RepoType:' in prjconf.
