[packman] Kodi 16 but addons in 17

Hi,

kodi.binary-addons for version 17.0 should be dependent on Kodi from
version 17.0
Maybe I should add
BuildRequires: kodi-devel = %{version}

so the build will fail if this dependency is not met.

What do you think ?
