[packman] optimize-mythdb.pl

I just installed MythTV 0.28; thanks for providing it!

I noticed, though, that optimize-mythdb.pl (and, I believe, the rest of
contrib/ from the distribution) is no longer packaged with mythtv-docs,
as it was in 0.27.  Could you make that available again?  Thanks.
