[packman] Multiple Packman packages missing libx265.so.87 dependency

Current version of gstreamer-plugins-bad (which links to
openSUSE.org) requires libtiger, I've added it to Essentials as a
linked package to openSUSE.org.

No please remove the libtiger again, as that was "my bug".
The libtiger BuildRequires was only intended for TW, but due to me
having a "DOH! momoment", it was applied for all opensuse versions.
