[packman] Advance discontinuation notice: openSUSE 11.4 support ends April 11th

Hi all,

to preserve build power we will stop support the following
repositories:

openSUSE 11.4

on Mon Apr 11 2016

openSUSE 11.4 - ended its official support life ages ago, and was
supported by the Evergreen Team. This Evergreen support ended in July
2015.

Currently openSUSE 13.1 is under Evergreen support, and we will
continue building for that.
