[packman] retiring 11.4 in packman

Please save your build power and stop building packman for 11.4

11.4 has been out of offical support since November 2012

11.4 Evergreen support ceased in July 2015

Anyone who thinks the trickle of patches that volunteers are still pushing
out gives them any semblance of security is sorely mistaken

11.4 is unmaintained, insecure, and should be migrated from as soon as
possible

Ceasing pmbs support for 11.4 might help people realise how important it is
they move to a system which is still actively maintained
