[packman] Packman's build power reduced

Hi all,

unfortunately my cluster hosting a bigger number of build workers is
impaired, a switch connecting the hosts died sometime Yesterday.
Unfortunately I am ill currently and am able to look after the machines
on Tuesday at the earliest.
Until then there will be only a few x86_64 workers and one (1)
armv6l-enabled worker.

armv7l build power is not affected.

I may be able to restore some of the build power quick, but I expect
the full build power not to be restored before end of
February.
