[packman] Blender builds with missing cmake flags

Hi, I noticed that the Blender builds from packman are missing some
flags used for release.

At least WITH_BUILDINFO is set to False and it should be set to True.

The best way to ensure the build is exactly the same as official
Blender releases is to use the following cmake configuration provided
in the Blender source:

./build_files/cmake/config/blender_full.cmake
