IMHO it would be safe to drop it, yes, at least for Factory/Tumbleweed.
There's nothing Packman specific at all in the package's specfile.

For the standard openSUSE releases it still makes sense though I think:
- to provide the latest version (this would also be available from KDE:Extra 
or KDE:Applications though)
- to make sure it is built against/works with the libmlt from Packman, which 
is still necessary for full codec support

As ffmpeg is in Factory meanwhile, the distribution's libmlt might be built 
against it in the future too (it isn't yet), so not even libmlt would be 
needed on Packman any more. Users would just have to install ffmpeg from 
Packman.
But this will break for released distributions of course as soon as Packman 
offers a too new ffmpeg...
