I got this working.
mirrorlist URL can not be a file, has to be an http, perhaps an ftp
URL. Then it works. However, failover in zypper is not automatic, it
requires to choose "(a)bort". I don't know what happens when trying to
install/update packages.
However, in YaST, the failover does occur automatically, in my limited
testing.
This feature, combined with an URL to somewhere under Packman control,
could provide a roundrobin of mirrors, just by supplying a different
mirrorlist.file each time.
That's on 13.1.
On factory, there is another possibility:
baseurl=http://one....
http://...two...
which I haven't tested. There is a bugzilla (Bug 899510) that mentions
that failover is not automatic and other problems.
