[packman] packman.inode.at repo unreachable

Hence the reason I wrote. If inode.at doesn't work and I don't want to wait,
I switch to gwdg.de, but this has been downtime of unusual length, and I'd
only seen mention that it's down, nothing about when it's expected back.
