[packman] Disable 12.3 ARM build

Hi,

I would like to disable 12.3 ARM builds since 12.3 is discontinued and I think there is nobody still using 12.3 openSUSE ARM images.

This should allow us to enable Extra repo for ARM.

Is there any objection?
