[packman] I think link to openSUSE.org is broken

Hi,

In the following project
https://pmbs.links2linux.de/project/show/openSUSE.org
it says : "Links against the remote OBS instance at:

*https://api.opensuse.org/public <https://api.opensuse.org/public>"*
but it returns 404 page not found,
I think the right link is : https://api.opensuse.org/project/list_public

While trying to build kodi, I noticed that it fails because it can't find
libcec-devel dependency which should be retrieved from OBS.
