But I wonder if we still need youtube-dl in packman?

It has been included by openSUSE since 13.1.

Is there any function that requires youtube-dl to be built here, eg
requires restricted codecs or something that openSUSE build service
can't fulfill?

Or we could simply drop youtube-dl from here.
