[packman] chromium-ffmpeg build needs a kick for tumbleweed x86_64

The build failures have to do with disk/memory. As such obs has a
_constraints file, but it is unclear why this is not present on
packman.

I would expect the link to update and add that as it appears to be
updating chromium version. Seems like I shouldn't make an SR on pbms,
but unclear how to fix.

Thoughts?
