[packman] Update request for mpd

Hi all.

What about update mpd? Actual version is 0.19.1. In 0.19 there is a 
large number of improvements and new features. The packman's version is 
0.17.5, which was release more then year ago.

There is fresh build in OBS. But OBS doesn't provide some packages for 
full functionality. Such as

BuildRequires:  libffmpeg-devel
BuildRequires:  libid3tag-devel
BuildRequires:  libmad-devel
BuildRequires:  libmms-devel
BuildRequires:  libmp3lame-devel
