[packman] bugs.links2linux.org is back up

Hi,

our bug tracker is up again, and finally also browseable without
authentication. To create bug entries, and to comment on bugs an
account is needed, though.

Thanks to Pascal for extending our license and to Marc for hosting
and maintenance of the server, and for enduring my endless requests!
