[packman] Vivante graphics drivers

Hello everyone,

I am a happy owner of a cubox-i device and am currently work on
getting opensuse running properly on this device.
Now I have a found a rather difficult piece of software, the Vivante
binary drivers for the GPU and the opensource xorg driver.

Basically, the xorg driver requires headers from the vivante gpu
package to build, so having the vivante driver packaged properly, and
usable for further builds is important.

So I wondered if I can package these on packman OBS?

I can provide the involved licenses if necessary and I will for sure
take care of not violating them.
