Why?

phonon-backend-vlc is included in openSUSE 13.1 (i.e. openSUSE-Current), and 
version 0.7.1 is available in the 13.1 Update repo (openSUSE-Current-Update).

Just make sure you have vlc from Packman installed  (and vlc-codecs 
especially), and you should have full codec support in Phonon.
