[packman] Missing debuginfo/debugsource package

Disclaimer: Tried to send this report twice already and got Error Reply address

If this is the third report arriving at this list, sorry for that.

 Since at least 2013/07/23 (or even earlier) all packagesfor
openSUSE 12.3 built on Packman OBS seem to be built without debuginfo enabled.

The main problem for the average users is not missing debuginfo packages but
significantly larger packages as the debug symbols are not being removed from
binaries/libraries.
