[packman] Flacon update (missing dependency)

Hello.

I'd like to update the Multimedia/flacon package to version 0.9.1.
The program is rewritten in C++, and depends on uchardet library.

I've packaged uchardet in the M17N project.
Can anyone link M17N/uchardet to Multimedia, please?
Then I update Flacon.
