[packman] PMBS downtime Thu Oct 17th, 7-8 a.m. CEST

Hi all,

PMBS will be unavailable for a short time sometime between 7 and 8 a.m.
CEST on Thursday Oct 17th (tomorrow).

This is needed due to maintenance on the disk subsystem on which PMBS
resides.
