In both 12.3 and 13.1 I see this when trying to upgrade
nothing provides opus-tools needed by h264enc-9.7.4-130.1.noarch
[ ] break h264enc-9.7.4-130.1.noarch by ignoring some of its
dependencies
[ ] do not install h264enc-9.7.4-130.1.noarch
