You knows that nobody will see it in update way. 
People will have it downgraded only if they look carefully the package list, see that k3b-2.80 is orphan 
and then reinstall by zypper in -f the right version, or by issuing a zypper dup -r packman ?

As such, you have to communicate that on mailing list (here its done) bugzilla (see the number of report in kde upstream

And everywhere you can, so end-users will be able to downgrade safely.

ps : next time, build in home, try to use it before submitting :-)
