I have seen, polipo already exists on the openSUSE Build Service:
https://build.opensuse.org/package/show?package=polipo&project=server%3Ahttp

don't know, if the package on packman makes sense, but anyway,
the solution to build proper packages for openSUSE 12.3 and Tumbleweed
is to add "BuildRequires: makeinfo" to polipo.spec
