The problem seems to be that those who used to contribute the most do not have 
the time to do it in such an amount at the moment or anymore.

This has been discussed in the past already and is not an option for me.
I am still willing to host packman like I did all the years now form the 
beginning. But not if packman was only a place to host packages that are 
questionable in any legal way or that opensuse is not willing to host for any 
other reason.
If that was the case I would clearly ask someone else to take over 
administration, hosting, mirror management, website, wiki and funding of all 
that stuff.

Indeed. Perhaps thos who were most active in the past should stand up and ask 
for people who are willing to take over their packages and introduce them and 
instructthem how things are going with obs administration and how integration 
with the main distribution server of package goes and the repo management is 
done etc, how the website is working and so on.
