[packman] Important GStreamer patch

Hi

One of the Phonon developers dropped by the #opensuse-kde IRC channel, saying 
that:

This bug: https://bugs.kde.org/show_bug.cgi?id=302652 ("When going from a mp3 
track to an ogg track, Amarok stops playing")

Is fixed by this GStreamer patch: http://cgit.freedesktop.org/gstreamer/gst-
plugins-base/commit/?id=3880323 

Since I'm personally hit by that issue, I'd be very happy if someone could 
apply that patch to the Packman GStreamer packages ;-)
