[packman] packages xuggle-xuggler osp_tracker

Hallo,
osp_tracker is a package targeted at education usage, it requires
xuggle-xuggler, a video engine.

I would like to maintain this two packages in packman, because they
are very interesting for education usage.

I build both packages with rpm and I have working packages for
openSUSE 11.3 and openSUSE 11.4.

Please accept me for the packman team and tell me how I can manage to
maintain this packages.
