[packman] Request (one more) for a package that is still missing

I'm missing PACPL and its service-menu for Dolphin for openSUSE 11.4 32bit.

I'm pretty sure that it existed @ PM since OpenSuSE 10.3

It would be nice to see it again in the PM-repositories :o)
