That release is not even announced on the KTorrent website:
http://ktorrent.org/

And even if it were there's no reason for Packman to do this anymore, since 
DHT is enabled in the openSUSE packages now.

The proper way to avoid duplication of effort is to build KTorrent 4.1.1 in 
KDE:Distro:Factory, from where it will be linked to KDE:UpdatedApps - and 
hence be available for standard 11.4.
