[packman] python-twisted-web2 package on 11.3

The python-twisted-web2 package is not being built for openSUSE 11.3.
This package is required by moovida-plugins-bad and
moovida-plugins-ugly, which are available for 11.3.  I tried building
the src rpm on openSUSE 11.3, and that worked.  There may be other
reasons for it not being built, but I didn't see any mention of it on
the mailing list, so I thought I should bring it to your attention.
