[packman] GPG Key Changed for 11.3 Repo?

Hi,
There have been a few other users that asked this question about the 11.1
and 11.2 Packman repo's, but 11.3 hasn't been addressed yet. The GPG key
listed on the Packman website says the GPG key should be "45A1D0671ABD1AFB"
but recently it changed to "F899F20D9A795806". Is that correct or not?
Please update the website to reflect that - this is a serious matter that
all repository managers should take into consideration as it is the single
point of Linux security failure.
