[packman] vlc lirc rpm bug

Hello,

Regarding the vlc rpms on packman and/or videolan.

I found this bug in the opensuse vlc rpm on videolan.

Description:
lirc support is enabled in the spec file, but it will not be included
in the build because the "buildrequired lirc-devel" is not included in
the specfile.

test :
execute the command : `vlc -p lirc --advanced`
VLC media player 1.1.0 The Luggage (revision exported)

No matching module found. Use --list or --list-verbose to list
available modules.

After rebuilding the rpm on a system that has "lirc-devel" installed
the test is as follows :
execute the command : `vlc -p lirc --advanced`
VLC media player 1.1.0 The Luggage (revision exported)

Infrared remote control interface (lirc)
--lirc-file <string> Change the lirc configuration file
