[packman] RESEND: [Package Request] eviacam

Hi
Since packman packages up opencv, could you please add to your build
service the above package. I have compiled locally for the forum user
and have a source rpm available here (the source also has a spec file
template);

The user is a quadriplegic so hopefully the word will spread :)
