[packman] transcode 1.1.5 has no mpeg2 support compiled in

Hi there,

packman's transcode version 1.1.5 from Nov 3 has no mpeg2 support 
compiled in. According to the project page in 1.1.5 mpeg2 support is now 
a build-time configurable option.

Manfred, can you please fix this?
