http://packman.links2linux.de/package/ladspa-foo-plugins
grab the src.rpm for your SuSE version.
then call:
rpmbuild --rebuild ladspa-foo-plugins-1.0-0.pm.1.src.rpm
you'll need ladspa and the compiler-packages (make, gcc,...) to compile it
the result should be available in /usr/src/packages/RPMS/<arch>
