[packman] 'zypper dup' in opensuse 11.1 keeps RE-installing the same 'packman' packages

(now seeing this on multiple boxes, only with packman repo.
packman-specific problem, rather than zypp ? ...)

for the last few days, everytime i check 'zypper dup', it inists on
REinstalling the same packages,

for example,

this is an issue that appeared just recently -- it used to be OK.
and, the problem only seems to appear with these packages.  is there
something to fix on my end?
