Ok, I've downloaded the patches and the spec file. I think the patches 
are ok, so I've included them into the packman package. I've also 
removed the static library out of my package and moved the docs into the 
-devel package. I think, both packages are in sync now, it shouldn't be 
a problem to install one ore the other.

PS: Maybe you should replace the Obsoletes entry in the -devel part:
    libmodplug0-devel = %{version}   ->  libmodplug0-devel < %{version}
