The spec file has:
%files
...
%{_datadir}/locale/*
so not only files like /usr/share/locale/es/LC_MESSAGES/audacity.mo
belong to the package, also /usr/share/locale/es and
/usr/share/locale/es/LC_MESSAGES dirs... that should belong only to
the filesystem package.
