[packman] Added .repo files for Packman

I just added .repo files for Packman:
http://packman.mirrors.skynet.be/pub/packman/suse/11.1/Packman.repo
http://packman.mirrors.skynet.be/pub/packman/suse/11.0/Packman.repo
http://packman.mirrors.skynet.be/pub/packman/suse/10.3/Packman.repo
http://packman.mirrors.skynet.be/pub/packman/suse/10.2/Packman.repo
(have to wait for mirrors to sync)

Note that since zypp currently lacks client-side mirroring (although
it's being worked on [1]), they all point to the skynet mirror.

The only alternative to that being to create .repo files for each
mirrors (e.g. Packman-skynet.be.repo, Packman-pacific.net.au.repo, ...),
or maybe by country (e.g. Packman-be.repo, Packman-de.repo,
Packman-au.repo, Packman-us.repo, ...).

Once the .repo files have been synced, I'll blog about it.
