[packman] [PM] libmpeg2 0.4.0b (openSUSE 11.0/x86_64)

The libmpeg2 package it's somehow special:

libmpeg2 upstream version 0.4.0b is from January 21, 2004 while
version 0.4.1 is from September 19, 2006. Packman packages are
updated, SuSE 10.0 0.4.1 package is 568 days old... but somehow
openSUSE 11.0 is the only release that uses version 0.4.0b instead of
0.4.1.
This has some explanation or it's some kind of bug in the build system?
