[packman] mjpegtools for 10.2

Ok, now I've seen the problem, I haven't build the mjpegtools 1.9rc 
package for i686, but also haven't deleted the old package. And there 
are also packages who need the old mjpegtools-libs.
Now I've
- build mjpegtools also for i686
- created a mjpegtools-compat witht the old libs
- rebuild transcode with new mjpegtools (build's just running)

This should fix the problems.
