[packman] [PM] mpeg4ip 1.5.0.1

As you probably already know, mpeg4ip 1.5.0.1 doesn't build on
Factory/11.0 beta 1 due to the change to GCC 4.3. However, someone has
created a patch that allows it to build using GCC 4.3 on Gentoo. I've
added a couple of lines to the spec file to apply the patch and it now
successfully builds on 11.0 beta1 (32bit).

I've attached a copy of the patch and the diff for the spec file. You
