The 3GPP TS 26.104 V 6.1.0 reference code has a commercial license.

To use package compiled by this code, you may need a license from 3GPP.

The wrapper code is released under GNU Library General Public License.

As far as I understand, we would need a license from 3GPP and everybody 
who uses the package, too.
