[packman] ffmpeg4 for SLE 12/15

Hi,

is there a chance that ffmpeg4 will be released for current leap
and SLE versions, i.e. openleap 15 and 42.3 as well as SLE 12 and 15?

This would also solve the problems with the libavcodec58 etc. versions
that SuSE ships with the chromium updates (thread about "ffmpeg 3.4.2-lp150.3.1")
if the packman versions had a higher release number.
